Matthew Tinsley, Chief of Staff at 5 Stones Intelligence (5Si), oversees global operations and protection services, blending tactical expertise with advanced financial intelligence skills.

A former Supervisory Special Agent with the DEA Miami office, 5Si Founder David tinsley spent his career dismantling drug cartels and chasing transnational criminals. In 2007, he founded 5Si with a mission that was equal parts professional and personal: to "do the right thing" in an industry where ethics often take a back seat to expediency. He has since built 5Si into one of the world's most respected private intelligence firms, trusted by the U.S. Department of Justice, global corporations, and humanitarian organizations alike.

But David isn't doing it alone: after each has carved out their own high-powered career paths, his children, Matthew and Bailea, now serve alongside him in senior leadership positions, making 5Si very much a family affair. Both Bailea and Matthew were raised in South Florida and are professionals who share a strong patriotic love of country and a desire to provide service to the current and future generation of 5Si Clients.

Serving as 5Si's Chief of Staff, Matthew Tinsley coordinates all agency operations and ensures that 5Si's global Client base receives best-in-class intelligence support. A certified Personal Protection Specialist (PPS) and Chainalysis Reactor Certified (CRC) investigator, Matthew brings both tactical expertise and cutting-edge financial intelligence skills. His background includes an MBA and advanced training with the Israeli Shin Bet, as well as executive programs at Oxford, Yale, and MIT, and leadership of 5Si's Global Surveillance and Protection Operations across the U.S., Israel, and the West Bank.

Matthew's dual fluency in both physical security and digital investigation has made him instrumental in expanding 5Si's reach—from coordinating major corporate cases to helping shape the firm's role in policy-shifting investigations.

"Matthew embodies the evolution of intelligence work—grounded in discipline, fluent in digital, and fearless in the field," said David. "He takes the best of the old guard and fuses it with the tools of tomorrow, a rare and powerful combination, and what truly sets him apart."

Where Matthew brings tactical and technical firepower, Bailea Tinsley adds legal precision and investigative grit. As 5Si's Director of Global Investigations & Intelligence Services, she brings FBI credentials and legal acumen to the family enterprise. A former FBI Special Agent, she specialized in dismantling transnational criminal enterprises and unraveling complex money laundering networks. Her assignments in Washington, D.C., Baltimore, Nashville, and Oklahoma City included high-stakes investigations on Native American reservations.

Armed with a law degree from Emory University and fluency in French, with training in Arabic, Bailea combines legal precision with investigative rigor. At 5Si, she leads complex global investigations and helps shape litigation strategies for both government and commercial Clients, bringing the firm's intelligence muscle into high-stakes legal arenas.

"Bailea has the rare mix of a lawyer's mind and an agent's instincts," David notes. "Clients see in Bailea what I've always known—she has the intellect to unravel the toughest cases and the tenacity to see them through."

Today, 5Si serves at the forefront of the most complex and consequential intelligence innovations and investigations. Partnering with U.K. NGO STOP THE TRAFFIK, the firm financed and developed the world’s first counter-human trafficking app, the STOP App, which empowers citizens worldwide to report human trafficking in real time. 5Si's expertise was enlisted by the World Anti-Doping Agency (WADA), where the firm played what The Washington Post and Bloomberg described as a "central, secret role" in exposing Russia's state-sponsored Olympic doping program. This investigation significantly reshaped international sport and the Olympic movement. In the U.S., 5Si provided critical leads that fueled FBI wiretaps and indictments in horse racing's 2020–2021 doping crackdown, a case that led to nearly 30 federal charges and triggered historic reforms under the Horseracing Integrity and Safety Act.

Most recently, 5Si's credibility as a neutral arbiter was called upon in the high-profile Karen Read retrial in Massachusetts, where its independent 206-page audit of the Canton Police Department exposed investigative missteps but reaffirmed truth over conspiracy.

Beyond these headline-making missions, 5Si continues to deliver government-grade investigative, financial, and protective intelligence services to global corporations, law firms, communities, and federal agencies, including the U.S. Department of Justice. Staffed by over 200 elite professionals from the DEA, FBI, CIA, ATF, IRS, HSI, London's Metropolitan Police, NCA, Navy SEALs, Delta, MARSOC, U.S. Special Operations Forces, and Israel's Unit 8200, 5Si blends human intelligence networks with advanced analytics and cyber monitoring to dismantle criminal enterprises, protect vulnerable communities, trace illicit financial flows, and safeguard institutions of faith—proving that when the stakes are highest, integrity-driven intelligence still has an ally.

"We built 5Si to be a force for truth, and seeing my children and trusted friends carry that mission forward—with their own expertise and vision—is the greatest return on investment I could ask for," added David. "Matthew and Bailea prove every day that intelligence, when driven by principle, can change outcomes. We are blessed to see 5 Stones expand to over 200 employees in 44 states, as well as London, Jerusalem, and throughout the world. We are exceptionally focused on ensuring 5 Stones’ trusted reputation as a leading investigations and intelligence firm with global reach and results.
